Shed permits in the City of Casey.

The permit is the part of a shed job most people want to skip and the part that costs the most to skip. Here is what actually triggers a building permit in Casey, what triggers a planning permit on top of it, what it costs, and how long it really takes.

The threshold

The 10 square metre rule, and why it catches nobody out except the people it catches out.

Under the Building Regulations 2018, a small non-habitable outbuilding is exempt from a building permit only if it is no more than 10 square metres in floor area and no more than 3 metres high, dropping to 2.4 metres if any part is within 1 metre of a boundary, and it must not be built of masonry. That is a garden shed. A 3m x 3m Colorbond box for the mower fits. Almost nothing else does.

Do the arithmetic on what people actually want. A 6m x 3m single garage is 18 square metres. A double at 6m x 6m is 36. A 9m x 6m workshop is 54. Every one of those is a Class 10a building under the National Construction Code Volume Two and needs a building permit issued by a registered building surveyor, private or through council. The permit requires engineering: an AS 1170.2 wind-load certificate for your block’s actual exposure and an AS 2870 footing design for your actual soil class.

Planning permits: the Casey overlays that bite.

A building permit says the structure is sound. A planning permit says you are allowed to put it there at all, and it is triggered by overlays in the Casey Planning Scheme. The ones we hit most:

  • Heritage Overlay. Parts of the Berwick village around High Street and the adjacent streets. Any visible outbuilding triggers a planning permit, sometimes with colour and material restrictions.
  • Bushfire Management Overlay. Harkaway, Narre Warren North and the Lysterfield South fringe. Brings AS 3959 into the conversation along with the planning permit.
  • Significant Landscape Overlay. Some of the treed rural-residential land in the north of the municipality. Usually about tree removal for access as much as the shed itself.
  • Inundation and special building overlays. The Hallam Valley and the low-lying drainage lines through Cranbourne and Lynbrook. Floor level becomes a design constraint, not a preference.

Covenants and section 173 agreements: not council, still binding.

In the newer Casey estates, Clyde North, Cranbourne East, Berwick Waters and the newer Narre Warren South releases, the developer often registers a restrictive covenant or a section 173 agreement on title. These commonly restrict outbuilding size, roof material, colour and whether a shed can be visible from the street. Council will not enforce them, but a neighbour can, and the Supreme Court is not a cheap place to find out. Read your title. If there is a covenant, we design to it.

Easements: the number one reason a shed moves.

Most Casey blocks carry a drainage or sewer easement along the rear or a side boundary, which is precisely where everybody wants their shed. Building over one needs consent from council and, where it is a sewer, from South East Water. They can and do refuse a permanent footing over a live main. Pull the title plan before you decide on a location. This moves more sheds than any other single factor on our jobs.

Worked example: 6m x 6m double garage, Narre Warren (2026 pricing).

Standard 1990s block, no overlay, 900mm from the side boundary, clear of the rear easement. The compliance side of that job:

  • Soil test to establish the AS 2870 class = $520
  • Structural engineering, AS 1170.2 wind and AS 2870 footings = $850
  • Private building surveyor, building permit for a Class 10a = $1,150
  • Mandatory inspections and certificate of final inspection = included above
  • Property and title searches = $90

Compliance total: $2,610 on a $16,500 shed, and about six weeks of calendar. That is roughly 16% of the job doing nothing you can see, which is exactly why the cash-job operator down the road can quote $11,000. He is not cheaper. If you are supplying your own kit.

The permit obligation follows the building, not the builder. Buying a kit and putting it up yourself does not remove the permit requirement, and as owner you are the responsible party for lodging it and engaging the surveyor. Note also that any domestic building work over $10,000 must be carried out by a VBA-registered builder, and work over $16,000 requires domestic building insurance. How close to the boundary can my shed go?

There are siting rules in the Building Regulations covering setback from boundaries, site coverage, overshadowing and wall height on a boundary, and where your shed does not meet them you need report and consent from the City of Casey. That is a formal council decision, not a formality, and it costs a fee and adds several weeks. In practice most residential sheds we build sit either hard against a boundary with a fire-rated detail and consent, or comfortably inside the setback. The cheapest path is almost always to move the shed 500mm rather than argue for consent.

Can I build a shed over an easement?

Not without consent from the authority that benefits from it, and often not at all. Most Casey blocks have a drainage or sewer easement, usually along the rear or a side boundary, which is exactly where people want to put the shed. You need build-over consent from council and, where it is a sewer, from South East Water. They can refuse, and they routinely do for a permanent footing over a live main. What does a Casey shed permit cost and how long does it take?

For a standard residential shed, budget $580 to $1,800 for the building permit plus the AS 1170 engineering certificate, and four to eight weeks from lodgement to issue through a private building surveyor. Add a soil test at $400 to $700 if there is not one on the block. Add six to twelve weeks and a separate fee if a planning permit is triggered by an overlay. Report and consent for a siting variation adds a council fee and a few more weeks again. We lodge the lot in-house on full-build jobs, or as a standalone $1,400 to $2,000 line item if you are doing the rest yourself.
